I think the actress just asked for no nudity in the contract. The show otherwise doesn't seem to shy away from female nudity (vault 4).
and the fact the ghoul character didn't look very ghoulish. could do with some bits of his face missing or something.
True. Although ghouls look quite different across the Fallout universe. At this point I just think there's a wide variety of ways ghouls can look.
