Moved the "sign the" out of the <A tag so both "Please sign" had same graphic look. Changed: Urgent bulletin. US citizens: please to <STRONG>Urgent Bulletin!</STRONG> <EM>US Citizens.</EM> Please If it's urgent, it deserves some graphical emphasis.
Made top and bottom translation bar 70% wide. The top one took attention away from the first paragraph of text at 100% width. In mini-sitemap: - removed link to Savannah. It's a developer resource and can be found from that link. This de-clutters the home page a tiny amount. - merged 1st two lines, so all software related links are on one-line. - moved Brave GNU World link to the line with other general information links. - added a link to the GNU Art Gallery to the last line. Move "Please sign the anti-DMCA petition." from the end of the mini-sitemap to be the 2nd GNU Flash. It was visually indistinguishable from all the mini-sitemap links, and to have more impact, it needed to be elsewhere.

Added link to the Petition Against Software Patents
After great deliberation, added the anti-DMCA link to right before the GNUs Flashes header. I tried all the suggestions and decided that it was the best compromise between changing the format as little as possible and having it be in a noticeable place on the page. I also checked my links by going to all them on my local server too, so hopefully nothing will be broken this time. Finally, I put this last line in the cvs log just to make sure that my log message is bigger than the actual changes.
