Film grain, scratches and volcano soot on the cels make the bumper more and more dirty and hard to see.

 Ren tells Stimpy, "You can clean dee crap off the screen!"

 Stimpy obliges and whips out a cleaning rag. 
Ren mutters: "Mebbe now we can see who'd watching us.."

 the 2 soul mates peer through the wiped TV screen to stare at the audience.

This is the way to present classic cartoons. Watching the Bugs Bunny Show on Saturday afternoons at 5 was the highlight of the week for me in the 1960s. These titles and wraparounds just made the whole experience more exciting.
